Enclosure to Governor's Despatch No./29of the 13th March, 1903.

The body was found about 6 A.M. by Tam Yik,
138 Third Street, who reported the matter at No.7 Station. Death is supposed to have taken place about 1 A.M. A report was sent to the Folice Magistrate but he did not hold an enquiry as it was a clear case of suicide. P.C.Martin joined on 14th October 1899 from the Marines. During his 3 years odd of service he had been several times on the report for drinking and on January 28th 1902 he was cautioned that if it occurred again he would be dismissed. From that date he was clear of the defaulter list until the 23rd January last when he again got drunk on duty at midnight, but
his case had not been dealt with when he committed suicide. Probably the expectation of dismissal was the
motive for the act. He was not observed to be in low
spirits and so far as I have been able to learn was in no monetary or other difficulties. I wrote to his father on the 5th ultimo. His address is "19 Whitaker
